We have bought a piece of land with the purpose of using it as commercial and service land, with a term of 50 years, but so far we do not have enough finance to build. So is this case revoked?

I have transferred a parcel of commercial and service land with the actual measured area of 5,300m2, in the land use right certificate is 4,700m2. Can I register this 600m2 land use right?
